Ali Baghdadi Mahmudi was the Secretary of the General People's Committee (prime minister) of Libya on March 5, 2006 to the end as the 1st of September 2011, when he admitted GPCO collapse and the rise of the National Transitional Council as a result of the civil war in Libya.

Mahmudi came from Zawiya District of northwest Libya. He trained as a doctor, and in 1992 was appointed Minister of Health and Social Security. In 1997 he was replaced by Suleiman al-Ghamari and from then until 2000 Mahmudi was the Minister of People's Committee. For seven months in 2000 (March-September), he was the deputy prime minister for Foreign Service.

Mahmudi later became Minister of Human Resources for six months, and then Minister for Infrastructure, Planning and Environmental Affairs for five months. In September 2001, he was appointed as deputy prime minister for Production. On 7 March 2004 he became deputy prime minister for Libya (Assistant Secretary of the General People's Committee).

Dr Ali Baghdadi Mahmudi was prime minister of Libya since March 2006 to replace Shukri Ghanem. He has been deputy prime minister in June 2003 until March 2006 and when he became prime minister. Before becoming deputy prime minister, he became minister of health. He is one of those close to Gaddafi before defecting in mid-2011.
